1. Call to order.
2. Pledge of Allegiance.
3. Roll call.
4. Adoption of agenda.
5. Moment of Silence in recognition of former Alderperson M.W. “Muzz” Millard who recently passed away. (Ald. 1975-1988)
6. Review of unfinished business list.
7. Consideration of the following bills: General Fund – $62,869.79, Capital Fund - $133,316.53, Cable TV - $4,557.98, TID #2 - $204.00, TID #3 - $83,540.65 and Solid Waste Enterprise Fund - $12,988.23 for a grand total of $297,477.18. [roll call]
8. CONSENT AGENDA
* All items listed with an asterisk (*) are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Council member requests before the Adoption of the Agenda, in which event the item will be removed from the Consent Agenda and considered immediately following the consent agenda.
* a. Approval of 10/19/10 regular Common Council minutes.
* b. Approval of the following minutes:
(1) Finance/Purchasing & Building Committee – 10/12/10
(2) Parking & Traffic Committee – 10/18/10
(3) Personnel Committee – 10/20/10
* c. Place following report on file:
(1) Fire Department Report – September 2010
* d. Consideration of: Beverage Operator license.
* e. Personnel Committee re: Approve the purchase of uniform jacket for the 18 part-time Firefighters at a cost of $189/each, with the jackets remaining the property of the City; and to increase the part-time Firefighter hourly fire call, night duty, and training by 1.5% for 2011.
* f. Personnel Committee recommendation re: Increase Non-Union Step Based Salary System by 1.5% for 2011.
9. Mayoral appointments.
10. Election of Council Representative to Utility Commission for 7 year term expiring October 1, 2017. (Currently Ald. Abeyta.)
11. Public comment.
12. Mayor’s comments.
13. Convene in closed session in accordance with the following exemption:
Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Wis. Stats. 19.85(1)(c).
Consideration of: Management compensation.
Move to reconvene in open session to take formal action upon preceding subject of closed session, if appropriate; or to conduct discussion or give further consideration where the subject is not appropriate for closed session consideration. The Council may adjourn in closed session.
